Before any new, renovated, or added medical-gas or vacuum piping is placed into service, NFPA 99 requires an independent series of tests — collectively called verification — performed by a qualified, third-party verifier who did not install the system. This article covers what verification is, who performs it, the full test sequence, the documentation it produces, and how it gates clinical activation; it is the controlling go/no-go event between a piped-gas system being physically complete and a clinician being allowed to plug a patient into an outlet.

Verification is distinct from the installer's own brazing, pressure, and cross-connection checks (which happen during construction) and from the broader plumbing/medical-gas commissioning and activation handover that wraps the whole system into operations. It is also distinct from the design and physical build of sources, manifolds, distribution, zone valves, alarms, and redundancy — those are covered by their own Articles in this Part. Verification is the independent proof, on the completed system, that what was built is safe to breathe and connect to a patient.

Why verification exists and what it protects against

Medical gases are drugs and life-support utilities at the same time. A patient on a ventilator, an anesthetized surgical patient, or a neonate in an isolette depends on the oxygen outlet delivering oxygen — at the right pressure, the right purity, and from the right source — with no admixture of another gas and no contamination from installation debris. The failure modes verification is built to catch are catastrophic and, historically, recurring:

Verification is the codified, independent answer to these failure modes. It is required by NFPA 99, Health Care Facilities Code (the controlling standard, in the medical-gas and vacuum chapter), and is enforced through the building permit / inspection process by the Authority Having Jurisdiction (AHJ) and through accreditation by The Joint Commission (TJC), DNV, or other CMS-deeming bodies, which expect documented verification as part of the Environment of Care / utility-systems record.

What "verification" means in NFPA 99 terms

NFPA 99 separates the people and the activities into distinct, non-overlapping roles, and the integrity of the whole system depends on keeping them separate:

System integrity The verifier's independence is the mechanism. A self-certifying installer defeats the entire purpose; NFPA 99 therefore mandates a separation between the entity that builds and the entity that proves.

For the purposes of this article, the load-bearing credential is 6030 — the verifier — because that is the party whose independent results gate clinical use.

The word "certification" in common project usage usually refers to the verifier's signed, stamped report attesting that the system passed the NFPA 99 test series. There is no separate government "certificate"; the deliverable is the verification report, which becomes part of the permanent facility record and the evidence presented to the AHJ and accreditors.
