HVAC commissioning is the structured, documented process that proves a healthcare facility's mechanical systems actually deliver the pressure relationships, air changes, filtration, and thermal conditions the design intended — and then formally transfers a verified, room-by-room ready environment to the clinical owner so the space can be activated for patient care. It is the bridge between a balanced air system and a regulator-defensible, occupant-safe room.

TAB is a measurement exercise. Commissioning is a verification-and-integration exercise that consumes the TAB data as one of its inputs. Activation is an operational and governance event. A facility can be fully balanced and still fail commissioning (e.g., an OR holds pressure at steady state but loses it during a smoke-damper test or a setback-to-occupied transition), and it can pass commissioning room-by-room yet not be ready for activation (e.g., monitoring not yet live, staff untrained, USP pharmacy certification not yet issued).

- ASHRAE Standard 170 (Ventilation of Health Care Facilities) — the source of the space-by-space design parameters (pressure relationship, total and outdoor air changes per hour, filtration efficiency, temperature and humidity ranges) that commissioning verifies the building achieves. - FGI Guidelines for Design and Construction of Hospital / Outpatient / Residential Health Care Facilities — the design-and-construction code most states adopt; it incorporates ASHRAE 170, requires commissioning of building systems, and frames the activation/occupancy expectations.
- ASHRAE Guideline 0 (The Commissioning Process) and ASHRAE Guideline 1.1 (HVAC&R Technical Requirements for the Commissioning Process) — the procedural backbone defining the commissioning process, the Owner's Project Requirements (OPR), Basis of Design (BOD), and the Cx documentation chain.
